UK Councils Plan to Dispose of Social Clubs and Sports Centres to Manage Finances

Based on a recent study of local authorities, English councils are planning to sell community centers, sports centres, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that six out of ten of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling public land and land to shore up their budgets, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

The group noted that a significant number of councils attempting to generate funds from a quick sale of holdings marked “a clear change from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and utilising savings to manage growing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in southeast England said its asset disposal plan included the disposal of a shopping centre in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Local Levy Rises and Broader Financial Strains

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to increase local levies next April to address the growing cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these take time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Forecasts

Research of regional authorities this week further found council budgets being stretched by the growing number of young people and adults needing special educational assistance.

The County Councils Network said that council deficits will hit £4.4bn a year by 2029, as they struggle to cope with increased demand.

Government officials have put off scheduled changes to the Send system until the coming year after a policy document outlining those changes has been postponed.

Deprivation and Financial Gaps

Based on the most recent indices of deprivation (IMD) for UK local authorities, many participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest IMD measures,” noted the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The figures highlights the extent of difficulties confronting local leaders across major urban centers in the next twelve months,” the report added.

“Local government leaders have been clear about the need for a fair and sustainable financial structure that reflects and addresses the real levels of deprivation and need,” said a council leader.

“Lacking this, councils will persist to face difficult decisions around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised social care provision in the past 12 months, the study found.
